We can provide a range of services under the heading of independent living, work, health, education and getting involved in the community.

Q: Who is eligible for a service to help with a physical impairment?

People over the age of 18 years who have needs, where the risks to their independence are critical or substantial. Where funds allow services to prevent risks becoming higher, may also be available.Services can also be available to support carers.

Special parking badges are also available for disabled people. These were previously called orange badges, but are now known as blue badges.

Q: Where else can I find information on disability issues?

There are a number of organisations in Essex who provide information, support, advice and advocacy. Some also promote the rights of people with disabilities and provide links onto nation groups.

These groups are: Essex Coalition of Disabled People, Essex Disabled People's Association and Independent Living Advocacy (Essex). Information of other local groups can also be found through Life. Please use all of the links below to access these groups.

Q: Will I be charged for these services?

The Council may charge for a number of services. These include Meals on Wheels, Home Care, Community Support services, Day Care and Residential services. Charges are not made for minor adaptations and special equipment used to keep people physically independent in their own homes. An assessment of your financial circumstances will be used to decide what, if any, contribution you will have to make. As part of the financial assessment, you will be also offered advice on the benefits you may be entitled to.

Contact our action line.People in residential nursing homes may also be entitled to funding from the NHS for the registered nursing care they receive. Q: What is meant by disability?

Impairment is the loss of function or ability of an individual's body. The word 'impairment' is used to describe the reasons people are considered to be disabled. Examples of impairments are physical, sensory conditions, emotional/mental distress, learning difficulties, etc. Although this word is not an ideal one there needs to be some word that describes what it is about disabled people that forms the basis of their social exclusion and discrimination.

Disability arises from discrimination on grounds of impairment and can lead to social exclusion. Disability is caused by social organisation, which takes little or no account of people who have impairments and thus excludes them from participating in mainstream social activities.
