Sadlers Farm Junction has increasingly suffered with both growing traffic volumes and changing travel patterns causing severe congestion, particularly during the morning and evening peak travel times. Improvement of the Sadlers Farm Junction - as part of the strategic transport route - has become a top priority within the overall highways programme for the County Council.
As a result of the side road and land acquisition orders the Secretary of State confirmed the need for a Public Inquiry, which included presenting detailed elements of the scheme as well as interviews with some stakeholders affected by the scheme to a Planning Inspector. The Public Inquiry was held 28th - 30th July 2009 at the Holiday Inn, Festival Leisure Park, Basildon. A free shuttle bus was provided to and from the Inquiry to enable local residents to attend.

The improvement of this junction was originally identified in a Central Government Study and the then Secretary of State requested that the County Council take this scheme forward for further development.
The County Council subsequently submitted a scheme proposal for funding in July 2005. As a result in 2006, the Department for Transport accepted the County Council's proposal for the scheme into their programme of funding enabling a start on the design of the junction upgrade. The overall budget for the scheme is £63 million.
The scheme promises to deliver faster and safer journeys with the potential to increase local business opportunities.
In summary, the scheme proposals have two key elements:
A new strategic link between the A13 and the A130
Improvements to Sadlers Farm roundabout
Which will provide the following features and benefits:
A new link road, joining the A130 and A13 together
A signalised dedicated link from the A13 to Canvey Island
Through-traffic will be separated from local traffic
Traffic at the roundabout will be reduced
Bus, cycles and pedestrian improvements can be made
The impact on the environment will be as low as possible
In November 2007, Essex County Council awarded the Early Contractor Involvement Contract (ECI) to Birse Civils. For further information on ECI process please refer to December 2008 newsletter. The scheme was originally granted planning permission in February 2008, with a supplementary planning application submitted in July 2008. Permission was subsequently granted for the revised scheme layout by the Development and Regulation Committee on the 28th November 2008.

Award Phase 2 Contract - November 2009
Construction Start - Early 2010
In terms of the Phase 2 construction works, it is anticipated that there will be a two year construction period.
