The MDD: Site Allocations - Issues and Options paper (August 2009) was out on public consultation between 17 September and 12 November 09

This consultation was in accordance with Reg. 25 of the Town and Country (Local Development) (England) (Amendment) Regulations 2008.
As the Mineral Planning Authority, Essex County Council needs to plan for the supply of minerals in Essex for the period to 2026, using natural resources wisely to promote sustainable development. National policy requires we take a hierarchical approach to mineral supply – reducing the demand for minerals, and encouraging mineral re-use and recycling, before securing the remainder through primary extraction. National guidelines and the Regional Spatial Strategy set out how much primary mineral we should identify, and the County Council, in consultation with residents and stakeholders, must establish how best to secure this provision to meet the county’s future needs.
Since 2005, the minerals industry and local landowners have submitted sites to the County Council which they consider could meet our future mineral requirements. Three previous Issues and Options papers, including the MDD: Further Issues and Options paper (Jan 2009), have given details of these suggested sites and sought comments from residents and stakeholders. A final ‘Call for Sites’ was included in the latest paper, to ensure the pool of sites from which to select was as large as possible, and to see whether there were any sites available in the south-west of the County, where none had previously come forward.
Nine new suggested extraction sites were submitted in response to the Call, along with revisions to the boundaries of seven previously publicised sites. Details of these are contained within the MDD Site Allocations Issues and Options Paper (Aug 2009)t, along with a summary table listing all the sites so far put forward.
Responses to the document are being used to inform the site assessment work which is currently taking place. This will feed into the development of the MDD: Preferred Approach document, due out in the Spring 2010. The MDD: Preferred Approach document will provide the first indication of a preferred strategy and the preferred sites for future mineral development.
