The Planning and Compulsory Purchase Act 2004 introduced a number of changes to the planning system. These include measures to encourage greater public involvement in planning.

As Mineral and Waste Planning Authority the County Council must produce a Minerals and Waste Development Framework, the contents of which are explained by the following diagram. (You can click on the diagram below to view a larger version).

The Minerals and Waste Development Scheme

This is the project plan and timetable for preparing all the Minerals and Waste Development Documents and non-development plan documents including the Statement of Community Involvement. Statement of Community Involvement

This document explains how and when individuals, community groups, commercial and voluntary organisations can involve themselves with the planning of their local area. The Submission Version of the SCI underwent an 8-week period of public consultation from 30 August to 25 October 2007 and the document was subsequently found sound by a government appointed inspector. The SCI has now been formally adopted by the County Council.

Minerals and Waste Development Documents

The Minerals Planning Authority are preparing seperate Minerals and Waste Development Documents, with work on the Minerals Development Document progressing first.

Three Minerals Development Documents: Issues and Options papers’ were subject to consultation under Reg 25 in December 2005 – January 2006. A further MDD Site Allocations: Issues and Options paper, incorporating additional sites, went out on consultation between 23 March 2006 and 18 May 2006.

An MDD: Further Issues & Options Paper, which accomodates recent changes to national and regional planning policy, is out for consultation between 15 January 2009 and 12 March 2009. To view and comment on this document see our consultation homepage.

Annual Monitoring Report

An Annual Monitoring Report is prepared each year to assess the impact and implementation of policies and identify any need for change.
